ABSTRACT
The study investigated the effect
of human resources and planning on employees Performance: A study of Michael
Okpara University ofAgriculture Umudike, Abia State, i Nigeria. The study
specifically Ascertain how human resources are structured andplanned in MOUAU;
Determine the factors affecting human resource planning in MOUAU; Ascertain the
perception of workers on how human resource planning influences operational
efficiency ofMOUAU; Evaluate the extent human resource planning influences the
performance of MOUAU employees in executing their functions; Determine the
extent to which human resource planning ofacademic employees in MOUAU help them
to coordinate and teach students. Data for the study was gathered through
primary and secondary sources. Data were obtainedfrom 317 staffofMOUAU using a
well-structured . questionnaire.Descriptive statistics like mean scores and
inferential statistic like Anova F-test were used to analyze the data gathered
for the study. The finding showed that human resources are structured or
planned in MOUAU in such a manner that commands are well understood by staff
Staffs are regularly promoted due to good structure of the university, the
structure takes care of the welfare of the staff, structural process in the
university influences performance of the employees; commands distributed
through the structure are easily processed by staff and that performance of
staff reduces cost of operations in the organization due to favourable
structure system in MOUAU. Factors such as business environment, technology
state of MOUAU, individuals within MOUAU, geographical spreading of MOUAU,
staff and students, leadership style in MOUAU, hierarchy of commands in MOUAU,
economic factors, socioeconomic factors, etc, affected human resources and
planning in MOUAU. The study shows that human resources and planning influenced
operational efficiency ofstaffofMOUA U. The studyfound out that to a high
extent human resource planning influence the performance ofMOUAU employees in
executing their functions. The study pointed out that satisfying students with
the teaching services provided by lecturer to them, mandating when lectures
should end, exams taken and results submittedfor release to students,
encouraging excellent lecturers services that retains their students, ensuring
that lecturer maintaining good public relations with their students that gives
confidence to students etc were ways by which human resources and planning
helped academic employees in MOUAU to coordinate and teach students.The
hypotheses tested in the study were done at 5% significance level. The result
showed that Factors as business strategy, business environment, size of the
university, age of the university, technology state ofthe university etc
significantly affect human resources and planning in MOUAU.Human resources and
planning significantly influenced the operational efficiency
ofMOUAU staff. There is significant influence ofhuman resource planning on the
performance of MOUAU employees in executing their functions.Human resources and
planning ofsignificantly help academic employees in MOUAU to coordinate and
teach students.This study concluded that human resource planning affects the
performance of MOUAU employees. The study recommends that management of MOUAU
should ensure that its workers welfare is caredfor and adequatelyplannedfor as
this willpromote workers dailyfunctions within the university.
