ABSTRACT

The study focused on policy making and implementation; a toolfor efficient management system to achieve the objective of an organization (A study of MTN Nigeria Umuahia, Abia state). Research on policy making and implementation has been a hot discourse among social scientist. The role ofpolicy making in the business world cannot be ignored, as organizations survival and growth solely depends on policy formulation and implementation just as resources are needed for the production oj goods. Policies guide management on decisions to make considering the nature of the problem at hand. In recent years there have been series of arguments and controversies among businessmen, academicians, government officials and the society in general on the issues of policy making and implementation. The present day top management of organizations are seriously beingfaced with the problem ofhow to use policiesfor the benefit of their organizations in this rapidly changing business world oftoday, and to ensure the survival, growth and development even in difficult situations. The specific objective sought to be achieved in this study include; to determine how efficient policy making and implementation is in achieving an organizations objective, to determine the factors that affect policy making and implementation, to determine the relationship between policy making and implementation with management system, to determine the level at which management apply policies in organizations. Descriptive method was adopted in the course this research work. The population size ofthe study was 98 and 75 was the sample size which was determined by using Taro Yamane formula. 75 questionnaires were distributed and 69 was correctlyfilled and submitted. Primary and secondary source ofdata was used to carry out this research work. In analyzing the data collected using questionnaire, the researcher used simple percentage, chi-square and correlation analysis statistical tools were used. The hypothesis tested with Pearson correlation shows that policy making and implementation has a significant effect with organizational objectives. (r=0.661; p<0.05). The second test using Pearson Chi-Square computed value (X2c= 299.464) is greater than the Chi Square tabulated value (X2t = 26.296) with 16 degrees offreedom (df) at 0.05 level ofalpha (X2c = 299.464, p, < 0.05) there is a significant relationship between policy making and implementation and efficiency of management system in organizations. The study recommended that the policymakers oforganizations shouldformulate policy that are capable of solving the problems of the organization and as well monitor the implementation process to ensure accuracy. Policy statement should be in clear terms for easy interpretation and implementation. Policies should be tested properly and the policy makers should ensure that skilled persons implement them, without this even a tested policy with good results will fail. Problems can also be avoided by anticipating complications and difficulties prior to implementation.
