ABSTRACT

The public sector occupies· an appreciable porti~n of the natio~al economy and controls an equally significant part of the available resources. The disposal of the resources  to  achieve  meaningful  economic  development  must  be  judiciously allocated to the appropriate sector of the economy. This implies that choices must be made among the competing uses in a convenient and comprehensible fashion established for assessing the projects to which these resources are channeled into by the public sector. The study sets out to improve the effectiveness and efficiency of  the  use  of · CBA  in  investment  decision  making  in  the  public   sector.  In furtherance of the study, some hypotheses  are formulated and tested using chi• square (X2)   statistical tools.   With  the  test, some·  findings wiJI  be made.  These includes: the best techniques to be used to evaluate the desirability  of a capital expenditure project in the public sector is CB~  there is a positive and significance relationship between the use of CBA in capital project evaluation and the level  of

·-,welfare    enjoyed by the society,  the study will also reveal the type of technique used to evaluate a capital project has no positive bearing on the type of project embarked upon and the location of the project by the public sector,  the study will also show that using CBA depends on the type of projects embarked upon by the ·public   sect?r  and  finally,  the  study  will  further  reveals  that  capital  project embarked  upon by  public  sector where  mostly  influenced by social  needs and political factors .'
