Abstract
The simple objectives of establishing Higher
Education Institutions (lEls), whether private or public; are teaching,
learning and research including community service. Hence, HEIs admit and train
students. Records and information relating to students are created for
academic, informative and organisational purposes. Lose or misplacement of
students' documents, butchered or incomplete results has been observed to be
the bane of HEls. This can attributed improper records management practices by
the institutions studied thus giving rise to essential records being badly
stored, not secured despite the importance of educational records in the
management of HE!s. This study involved two HEIs within Lagos metropolis,
Nigeria. The study aimed at determining the competency of records management
personnel in the studied HEls based academic and educational qualifications.
The descriptive survey design was adopted for the study using a questionnaire
(observation was made too where necessary). The population of the study was
selected using total enumeration, and data collected was analysed by a simple
percentile statistical method. Findings revealed that most records managers and
officers possess University degrees but no education in records management, no
institutional control over creation, maintenance and use of records, no records
management policy. The study concluded that there is an urgent need to recruit
records management personnel with requisite academic and educational
qualifications, and recommended formulation of records management policy,
provision of adequate training (and retraining) of records management personnel
