The Effects Of Restructuring Of Government Owned Enterprises On Service Delivery; A Study Of Enugu Electricity Distribution Company (Eedc) And Nigerian Postal Service (Nipost)

ABSTRACT

Nigeria's public policy thrusts over the years towards the socio-economic and political growth, development and sustainability of the system is largely bereft with abject lack of direction and vision. Hence, this research examined the effects of restructuring of government owned enterprises on service delivery using Enugu electricity distribution company (EEDC) and Nigerian postal service (NIPOST) as a case study. Specifically the study sought to identify if a relationship exists between restructuring and service delivery of EEDC and NIPOST in Abia State; understand the major challenges on the part of the EEDC and NIPOST reform as well as define appropriate measures out of the dilemma; identify the effects of restructuring on EEDC and NIPOST on service delivery in Abia state and find out the effects of restructuring of EEDC and NIPOST on the consumers in Abia State. The population of the study was made up of staff and consumers of EEDC AND NIPOST in Abia State. The sample size was determined using Yamani's formular and multiple regressions and Correlations were employed in testing of hypotheses. The survey research method was adopted in eliciting data from respondents for this study. The findings from hypotheses testing revealed that, service delivery and restructuring of EEDC and NIPOST have a positive relationship which is significant at 5% and that restructuring of the EEDC and NIPOST do have the potential of enhancing efficiency of power supply and good service provision. Based on findings the study recommended amongst others that, enhancing adequate restructuring policy in Nigeria requires the use of the instrument of public participation. This will guarantee adequate representation and democratization of the entire process thereby giving it a human face.
