ABSTRACT
The inexorable match oftime and the ceaseless clamour for social change combine to make adaptability inevitable as the initial acquisition of knowledge and and continuing preparation ofthe workforce as skills. This cannot happen ifstaffdevelopment do not occur in an enterprise. In order to maximize the productivity and efficiency of libraries, the management has the responsibility and indeed the bounding duty to ensure the development of men and women who have requisite knowledge and expertise. The aim is to enable the workforce in the library to contribute their full measure to its welfare, health, development and sustainability (Onah, 2013).
