ABSTRACT

 The study examined public libraries and growth of literacy in Abia state. A descriptive survey research design was usedfor the study, questionnaire was the major instrument ofdata collection and this was complimented with documentary sources, 113 questionnaires was administered to the studypopulation and 108 were retrieved giving a returning rate of 95.6%. Data were analysed using statistical package for social sciences (SPSS v23). The results indicate that provision of materialfor all categories ofusers especially the physically challenged users are the role the public library play in the promotion ofliteracy, Library exhibition is seen as a strategy to promote high literacy, Unconducive library environment as the challenges that hinder growth literacy, the library building should have illumination and adequate ventilation within it as a strategy to enhance high literacy rate. Consequently on the findings the following recommendation are made; Libraries should be an essentialpart ofa long-termpolicyframeworkforthe whole education sector, embracing literacy, information provision and lifelong learning, Public libraries should provide free and open access to their information resources and services, there is needfor a public library consortium that will coordinate public libraries development and work with National Book Development Council, government ministry dealing specifically with public libraries and related institutions should be set up.
