MANAGING SUBSIDY RE-INVESTMENT AND EMPOWERMENT PROGRAMME (SURE-P) UNDER CLEAN SURPLUS ACCOUNTING

 ABSTRACT

The  study  provides   consistent    framework   for  managing   Subsidy   Reinvestment    and Empowerment   Programme   (SURE    -  P)  with  a view  to tackling   the problem  of sharp financial    practices   that   have  bedevil  led  the  programme.    In  doing   this,   3   research questions  were  drawn  in  line   with   the  purpose  of study.   Terms  were  defined  and 22 relevant  related   literatures   reviewed.    Data were  sourced  from financial   statements  of 5 companies.     researcher's      developed    questionnaire      and   model.    The   questionnaire comprises   of  22  multiple    choice    items    constructed   using  Likert  Five   -  Point  ScalE. Response   Alternative     and   administered       to  50   financial   experts   in  the  petroleum  industry.    It  was  analyzed    in  tables   using   weighted    mean.    The  secondary   data  wereanalyzed    using   Return   on    Equ it y  { ROE)   of  both   clean   surplus     accounting    and traditional      accounting    approaches.       l'he     ROEs   were   analyzed    using    correlation coefficient.  The study   found  out   that  sharp  financial  practices  exist  in the management of SURE  -  P and  that  clean  surplus   accounting  and  its model  can be used  in tackling them.  Statutory  backup  for the use of clean   surplus   accounting  model,   establishment   of ROE  ceiling  point,   partnership   between  SURE -  P and multinarional     corporations  and incorporation     of  social    responsibilities      in the  programmes   of  companies   involved   m the management   of SURE -  P were recommended.
