ABSTRACT

The concept of information policy" derives strength from two basic words "information and "policy'. Hence in gaining proper and profound understanding of the concept we will explain the terms Information and policy. These concepts can mean different things to different people (professionals and laymen alike), In vlew of this, Information can therefore be sald to be any message to be conveyed from one source to another source or destination. The concept Is related to notions like communication, data, education, knowledge, etc. According Madden (2000) Information Is a stimulus originating In one system that affects the Interpretation by another system. It Is associated with data as data represents values attributed to parameters and Information Is data In context and with meaning attached. Information also relates to knowledge as knowledge slgnlfles understanding of an abstract or concrete concept (Montvlloff, 1990). In terms of communication, Information Is expressed either as the content of a message or through direct or Indirect observation.
