ABSTRACT

Experience has clearly shown that the world is now being ruled by information and knowledge. They have become avery important element in the process ofdemocratic development. Democratic development implies the need of citizens to continually exchange information during various stages in political development chain; i.e. « political leadership identification stage, action formulation stage, implementation stage, monitoring stage, evaluation stage, impact assessment stage, and policy formulation stage. In all these stages, Information literacy and the library are fundamental to ensure citizens democratic participation in governance as it empowers them to recognize when political information is needed, where to locate such, how to evaluate it, and how to effectively and efficiently use it. By so doing, political interaction and participationwill be guarantee by government and citizens
