ABSTRACT
The topic of this research project is "Impact of human capital as effective tool in the performance of internal audit functions in the public sector" — a case study of three selected government parastatals which are Abia State Primary Education Board, Power Holding Company of Nigeria and Nigerian Telecommunication. The researcher of this project distributed copies of questionnaires to internal auditors and accountants and also had an oral discussion which formed his primary data and he also collected secondary data from seminars, newspapers, encyclopedia and write-ups. The observed data were arranged in tables using percentage, and Chi-Square statistical test tool were used to test the hypothesis. The researcher's population size was drawn from the internal auditors and accounting section of the three selected government parastatals. The researcher was able to find out that the chief executive officer's interest affects the performance of the internal audit functions in the public sector, and that poor and inadequate motivation of employees, and with particular attention to the internal auditors. The observations led the researcher into recommending that the independence of the internal auditors should be guaranteed by affecting their post from the office of the Auditor-General of the state and that provisions of intrinsic and extrinsic job conditions to the internal auditors should be made in other to motivate the internal auditors in the public sectors.
