ABSTRACT

The study evaluated the Universal Basic Education (UBE) programme in Abia State. Descriptive research design was used for the study. The purpose of the work considered the extent to which each objective of UBE was achieved. Four research questions guided the study. Four hypotheses were tested. A sample of 200 respondents comprising senior staff of ASUBEB and public secondary school principals was drawn through the use of simple random sampling technique from a target population of 291. A 4-point scaled questionnaire with face validity and a reliability coefficient of 0.82 as a measure of internal consistency was obtained through Cronbach Alpha method. The data collected with the questionnaires were analyzed with the use of mean and t-test. Mean was used to analyze the research questions while t-test was used to test each hypothesis at 0.05 level of significance. The evaluation result revealed that the extent of achievement of UBE objectives is low in Abia State. Recommendations were made for the full achievement of UBE objectives among which are,there is need for the government to review basic education in the following areas: Free education Programme ,to reduce the incidence of drop-out from the formal school system, Programmes to cater for those who had interruption in their education, Acquisition of appropriate level of literacy and numeracy among others.
