ABSTRACT
One of the limitations to the general welfare and economic growth of individuals, households and the rural areas at large remains that of inadequacies of social infrastructure. especially safe water supply sources. The first National Rolling Plan of the Federal Republic of Nigeria, 1990-1992, summarized the problems of the rural areas as those of poverty, poor living and working environment, and low productivity attributable to low levels of technology and health delivery services. Furthermore it stated that the problems have been associated with gross inadequacies of basic social and economic infrastructure such as roads, schools, hospitals. electricity, water and decent accommodation and recreational facililies
