ABSTRACT

 This study examined effect of budgetary planning and control on productivity of government establishments in Nigeria with specific objectives to determine how budgetary planning and control influences quality service delivery, efficiency in operations and accountability in local government councils. It adopted survey research design through the administration ofstructured questionnaire on a population of 60'staffwho has the responsibility for budgetary planning and controlfrom selected two local government councils in Abia State. The study employed descriptive statistics and the ordinary least squared based simple regression analysis .to estimate the relationship ofthe variables. The empirical results provided evidence that budgetary planning and control has positive statistical significant relationship on enhancing quality service delivery, efficiency and accountability of the selected local government councils. It further indicated that budgetary planning and control has significant effect on quality service delivery, efficiency in operations and accountability ofgovernment establishments. The study concluded that budgetary planning and control has significant effect on productivity ofgovernment establishments and that there is existence oflong run relationship between budgetaryplanning and control andproductivity ofgovernment establishments in Nigeria. It therefore recommended that policy makers in government establishments should carry out budgetary planning and control in a manner that it would not inhibit operations and also handle the process ofbudgeting and control efficiently andwith strict adherence to ensure accountability.
