ABSTRACT

The aim of this research work is to determine the tool, which is designed for control purposes, for government to achieve it's objectives and targets set. It is a plan of financial operations embodying in estimates in proposed revenue and expenditure and a means of financing them for a given period, which is through the Abia State planning commission as a study. It focuses on the activities involved in planning and implementing Government Budget and examined the critical role of budgets on planning Development Consultations with non- Governmental Organizations, Appropriation of public funds, planning and budgetary processes as it affects the legislative. The embezzlements and misappropriations can be controlled to a reasonable extent by monitoring exercise of finance and general duties and implementing the due process mechanism and fiscal responsibility Acts. Government should enforce budgetary discipline in it's operations by punishing the executive officers of the defaulting MDA's and their Accountants by involving EFCC and ICPC Government should ensure proper supervision, monitoring and evaluation of projects, and make the budgetary process to be participatory.
