ABSTRACT

The  purpose   of  this  research   is to  examine  the  realization   of  set  goals  and  objective through  the use of budgeting  and budgetary  control  in the LGA using  Umuahia  north  as  a case study.   To find out how budgeting  influences  the realization  of goals  and objective  of the LGA  various  literatures  containing  information   and studies  on the area of budgeting, budgetary   control   and  the  local  government   area  were  reviewed.   The  researcher   used questionnaire, interview,   observation,    relevant   lecture  note  and  textbook   to  source  for information. A descriptive   analysis  was  used  to  analyze  the  research    question  and  chi• square,   likert  scale  and  t-test  table  were  used  to  test  the  hypothesis.    The  research   put together   the  problems   of  budgeting   into  three  hypotheses   which  were  tested  using  the data  obtained   from  the questionnaire    distributed   and  returned.   The  population   of  the study was about  300.  The sample  size used  for the study is determined  by the taro yarnani formula   which  is  170.  It  was  found  that  budgeting   in Umuahia   north  LG.A  does   not really  lead  the  achievement   of goals  and  objectives.   It  was  finally  concluded   that  the achievement   of goals  and objectives  through  the use of budgeting   and  budgeting   control ineffective.  Recommendations    are made in other to improve  the situation.
