ABSTRACT

Guideline for Local Government reforms of 1976 defined local government as government at local level through representative councils established by law to exercise powers within defined areas. Local government Administration, using Bende local government system as a case study, proper financial management and accountability is seen as indispensable condition to economic and social development. However over the years this aim has not been fully achieved in our local government. Therefore this research work tries to answer such question as: is proper financial management and accountability necessarily for good local government administration and practiced in local government system? The objectives of the study is to examine the effectiveness of financial management and accountability, how it contributes to the growth of the local government; it is also aim at to identify the effective performance of growth and development. The data for the study were gotten mainly from the administration of questionnaire; percentages were used for the analyses. All the hypotheses were statistically tested. The study concludes by rejecting all the null hypotheses and accepting all the alternatives. We therefore concluded that proper financial management and accountability are necessarily for good local government administration and practiced in local government system. Finally, the study recommends amongst others that effective financial management and accountability should be institute in our local government.
