ABSTRACT
This research proj ect examines the effect of budgeting on government expenditure, using
some selected ministries in cross river state as its case study. The objectives of the study
was to ascertain the effect of budgeting on government expenditure researching into the
problems faced in budget execution and the research hypothesis are null form. Data were
collected from secondary sources and analysis using product moment correlation
coefficient. The study revealed that increase in government expenditure has impact on the
Economic Development of Cross River State also that increase in government revenue
affect the standard of living in cross river state. From the test of hypothesis at 0.05 level
of significant, using Pearson's product moment correlation analysis, it was revealed there
is a significant relationship between budgeting and sustainable developments in cross
river state. From the statistical analysis and empirical study made, the study
recommended that government revenue officers should be induced to work tirelessly and
with great sense of commitment. Also, the government should discourage incurring extra
budgetary expenditure, budgeting should be handled by professional experts and also,
ambitious expenditure targets should not be proposed in order to eliminate short falls that
may occur in expenditure or revenue. Finally, the concluding remarks were also made
government budget should have both revenue and expenditure size and that size of
expenditure should correspond with that of revenue and government officers in cross
river state salaries should be look into because workers salaries are not encouraging to
effect maximum con-imitment to their jobs to enable the state government generate
enough revenue to carry out effective budget.
