ABSTRACT
This study examined and investigated
on the analysis of revenue generation and allocation to the three-tiers of
government in Nigeria with Abia State Ministry of Finance and Economic Planning
as the case study. Specifically, the objectives of the study are to: analyze
the growth rate of the internally generated revenue and the revenue allocation
from the deration account to the three-tier government system of Nigeria,
compare the revenue allocation from the federation account with the income
generating capacity of the three-tiers, assess the relationship between the
revenue sharing formula and the income generating capacity of the three-tiers,
make policy recommendation based on findings. Primary and secondary data were
used, primary data employed includes the use of interviews, observations and
well structured questionnaire to elicit some vital information from the
respondents. Also secondary data used include: textbooks, CBN and Federal
Ministry of Finance Journals, newspapers and magazines etc. The population of
the study is 650 workers and the sample size is 250 based on the application of
Taro Yamori formula as my statistical tool. My findings are that there are
inequalities in the revenue sharing formula and no clear basis of revenue
allocation either based on land mass, oil wealth, population, equity, internal
revenue effort, social development factors etc. Some of my recommendations are
that there should be percentage increase in the present 13% derivation fund and
the basis of the sharing should be clearly defined to avoid agitations by the
states and local governments.
