ABSTRACT
This
study evaluated the resources for the implementation of Fine and Applied Arts
Curriculum in Federal Colleges of Education in South East Nigeria. Eight research questions and eight null
hypotheses guided the study. The study adopted an evaluative survey research
design using the Stufflebeam’s Context, Input, Process and Product
(CIPP) model modified by the researcher as Context, Input Process and
Constraint (CIPC) model. The
sample for the study consisted of 110 respondents comprising 34 lecturers and
76 students of Fine and Applied Arts in the three Federal Colleges of Education
in South East Nigeria drawn through census sampling technique. A questionnaire
titled: “Resources for the Implementation of Fine and Applied Arts Curriculum Questionnaire
(RIFAACQ)” was developed by the researcher and validated by 3 experts; 1 from the
Measurement and Evaluation, 1 from Educational Technology, all from College of Education, Michael Okpara
University of Agriculture, Umudike. The third validate was from the Department
of Fine and Applied Arts, Federal College of Education Eha-Amufu. The internal
consistency of the items was determined using Cronbach’s Alpha method and the
overall reliability coefficient of the RIFAACQ was 0.83. The data collated were analyzed using mean
and standard deviation scores to answer the research questions; while t-test
statistic was used to test the null hypotheses formulated for the study at .05
level of significance. The study revealed the following findings: Human, infrastructural and instructional
resources were not available for the implementation of Fine and Applied Arts
Curriculum. The available human, infrastructural and instructional resources
differed significantly in compliance with the bench mark in national minimum standards for NCE; The human infrastructural
and instructional resources were adequate to a low extent and lecturers and
students did not differ significantly on the inadequacy of human, infrastructural
and instructional resources for the implementation of Fine and Applied Arts
Curriculum. Among the greatest challenges militating against the availability
of resources for the implementation of Fine and Applied Arts Curriculum is inadequate
budgetary allocation and funding of our Colleges of Education by the Federal
Government. It was thus recommended among other strategies for overcoming
challenges militating against the availability of resources for the
implementation of Fine and Applied Arts Curriculum to include adequate
budgetary allocation and findings of Federal Colleges of Education by the
Federal Government.
