ABSTRACT
Evaluation
of Mass Literacy Programme (2005-2015) in Abia State was done using the
C.I.P.P. model. The study was guided by four research questions and four
hypotheses. The design adopted by this study was evaluative design which seeks
to ascertain or judge the value of the programme, materials or resources by a
careful appraisal of predetermined standard. Thus evaluative design is
applicable to this study because the researcher is interested in appraising the
Mass Literacy programme in line with the pre-stated objectives with specific
focus on whether the objective are being achieved or not. The population ofthe
study is 5,337 people comprising the administrative staff at the headquarters,
the supervisors, and the facilitators as well learners of the Mass Literacy
programmes at each of the selected local government areas. The sample size is
384. The study used simple random sampling technique in selection as well as
proportionate stratified random sampling especially in the selection of participants
which include staff of Mass Literacy in the local government areas,
facilitators, supervisors and learners of Literacy from cities. The instrument
that was used for data collection are the checklist as well as questionnaires.
The instruments were validated by three experts, two from measurement and
evaluation and one from Educational Management of Michael Okpara University of
Agriculture, Umudike. A reliability index of 0.81 was established for the
stability of the instrument through test re-test method. The Chi-square
goodness of fit test and ANOVA tool were used to test the null hypotheses at
0.05 level of significance. Findings of the study indicated that reading
materials like literacy primers, pictures, charts and textbooks were available
but not enough in study centres of mass literacy programme in Abia State. Based
on the findings ofthis study, the researcher recommended that more
infrastructural facilities and instructional materials should be provided by
the appropriate authorities. More curriculum needs should be developed and
included in the existing curriculum in order to make it more extensive and
various needs of the learners centred for and also teaching strategies relevant
to the contents being taught should be adopted by the instructors
