ABSTRACT
National Planning commission (1996)
defined unemployment rate as the percentage of people in the labour force, who
have no jobs and are looking for job at the time of survey. If out-of-school
rural youths are trained, employed or assisted to open their own establishment,
unemployment and migration rates will reduce. Federal Office of Statistics (1
997) 4 recorded an increase in unemployment rate in the rural area in I 996 and
I 997 as 2.4% and 2.8% respectively. By providing social amenities, building
training centers for those youths who are unable to attain formal education as
